an antioch neighborhood. some of the victims had to climb on a car to escape the animals. kpix 5 reporter cate caugiran on the chaotic scene and the bite and scratch marks left behind. >> reporter: sharp scratches on a car are left behind from two stray dogs. one victim tried to climb on top of the car to get away from them. these bite marks show the aftermath of wednesday night's dog attack. >> it came out and got my arm first and then it got my leg and i kicked it with my other leg. >> reporter: it started because a man was walking two dogs along this trail. he was attacked by two loose dogs. that's when a family nearby heard the commotion. fisher went outside to see what was happening. >> my dad on top of the blue car and i didn't see the dogs behind the car. >> reporter: she was then bitten on the arm and leg. her father came out to help and took a bite to the face.

>> my dad he is on the blue car. she is walking backwards with the gardening tool and the red dog yelps and she brings it down and the black dog bites him. >> reporter: then her older brother tried to distract the dogs away from his dad but then ended up getting bitten in both arms. neighbors say the whole thing played out like a movie. >> kind of bizarre. like out of the movies. but they were doing what they needed to do to protect their children and themselves. that's why he got on the car. >> reporter: when list showed up the dogs charged -- when police showed up, the dogs charged at the officers. they shot and killed one and scared the other away. animal control officers caught the second dog and it's now quarantined. cate caugiran, kpix 5. >> the victims say there were three loose dogs. one was a puppy who hid under a car as it all played out. tonight thousands of children will hit the streets for trick or treating which is why the state department of corrections is enforcing a

special rule for all sex offenders. out on parole, it's called "operation boo." sex offenders can't have their lights on, they can't have any decorations on their homes and they are not supposed to leave their homes. if they open the door to anyone who is not law enforcement, they are subject to arrest and paroled sex offenders who live on the street will be rounded up and taken into a state facility during trick or treat hours tonight. >> we'll provide them access to the clinic, dog training and drug treatment program. they will receive instruction that evening. >> about 6500 sex offenders are on parole here in california and they have to follow these special halloween rules. a san mateo elementary school employee faces charges for allegedly touching a young girl inappropriately. anne makovec is live outside the school with why authorities believe there may be more

victims. anne. >> reporter: they are asking parents here at horrall elementary school school, the guy at the school had access to a lot of children. >> oh, my god. that's scary. it's scary because i'm -- i know they are not going to happen over here. >> reporter: police say an after-school child care aide is accused of inappropriately touching a girl at horrall elementary. they say eric michael renz befriended and violated the girl. >> there was no incident that was indicated child abuse. there was something who saw something who reported it to their supervisor who reported it to their supervisor and the consensus was, well, that was a little strange. and within 24 hours, we said, okay, maybe it wasn't strange, who knows, and we reported it to the police. >> reporter: renz was arrested on friday booked but posted bail later that night. >> i have three kids and speaking out, i'm really scared

you know. >> reporter: as for the girl, she is said to be fine. she is still in that after- school program. renz himself is going to be back in court on december 5 for arraignment. >> we know renz was an after- school child care aide. what do they do at the school? >> reporter: you know, things like supervising kids at the playground, making sure they have snacks, but there was a rule, he was never to be alone with children. no adult was ever to be alone with a child and that is a rule that police say he broke. live in san mateo, anne makovec, kpix 5. friends, family, even strangers gathered for a public memorial service for two victims of a menlo park dui crash. people paid their respects to balbir and kamal singh at the chapel of chimes funeral home in hayward. the couple was hit and killed last week by a suspected drunk driver while they were out walking their dog. a search is under way for a man who lived at a now closed assisted care facility in

castro valley. investigators say 65-year-old edmond bascom wandered away from valley springs manor on friday. that was a day before paramedics rescued the remaining residents after discovering the home was basically closed and operating with a skeleton staff. protestors today plan a march and rally in hopes of saving a local community college that's in danger of closing. city college of san francisco has been suffering from financial problems and some other crises and state regulators say they will pull the school's accreditation if the issues are not resolved. the march from the campus to san francisco city hall set to begin at 3:30. new details in the sriacha saga in southern california. the hot sauce factory won't close. irwindale wanted the facility shut down after neighbors complained the pungent smell of pepper and garlic fumes were making them sick. the city filed a lawsuit to close the factory. but a judge denied that request today. the sriracha facility made more than $60 million in sales last year. you would think a 12-hour

delay due to an emergency landing in alaska would have passengers on a flight to san francisco upset. that wasn't the case. the flight from tokyo to sfo developed engine problems over the pacific. that flight with 167 passengers on board was diverted to cold bay, alaska, population 60. >> ever been to alaska before? >> no! never even been on my bucket list. so now i can add it to my bucket list and cross it off. >> whoa! >> oh, you bought a top? >> yeah. everybody who has this, we're all going to know where they were that day. inkrieg for almost a week around the world. >> right. >> how do the pieces start to fall in place for you for the intrigue? >> i saw a little tidbit online that suggested that google was involved in hangar 3 on treasure island so i started poking out around there talking to the authority folks, knocking on doors, looked on linkedin to see a connection there. everybody point to google. >> and the more answers you didn't get probably the more increasing you were? >> at first everybody was open like treasure island development authority was willing to answer our questions the first time i called. a few days later all the walls went up. >> nothing. >> reporter: and in fact, the coast guard has been pretty tight-lipped about it, too. a statement they issued to us yesterday by email, let me read you exactly what it says here, the coast guard currently working with the owners of the barge to exercise regulatory authority like they do on different types of vessels but due to issues of commercial confidentiality, we're unable to disclose any more information at this time. i have never seen the coast

guard so tight-lipped. have you? >> well, i haven't really dealt with the coast guard before but i did talk to somebody yesterday who said that the coast guard has two different clients, and the public is not really the primary client. the primary client is the vessel owner. >> that doesn't really make the general public feel very safe, i wouldn't think. people are driving across the bridge, the new bridge span is right there almost on top of this barge. >> right. well, i mean, i think we feel pretty confident that google is involved so i'm know the too worried that google is going to be attacking the bridge. >> as far as the city has -- the mayor has told us he doesn't know what's going on ands you said the treasure island investment authority is shut down and isn't saying anything else. >> right. >> reporter: the coast guard saying it signed a nondisclosure agreement? all of this is -- it's got everybody's curiosity piqued. >> yeah. in some ways the mystery is more important than the reveal. the longer this goes on, the

more people are interested and everyone is keeping their mouths shut and it feeds the beast, the interest. >> it feeds to the google publicity machine. it's not bad publicity. >> definitely. google has been in more headlines over the last week than they have probably ever imagined. >> your first article talked about a data center speculation as to what it might be used for. we have had sources that say it's going to be the google glass retail outlet. >> right. >> which i don't even know if the google glass is ready for retail yet. but inherently they are doing something here on water that they don't want to do on land. >> i had a source as well who talked about the idea of a google glass store or experience of some sort. they said that instead being a place that would go and like, you know, dock say in san francisco and stay there, that this would be a place that might go from city to city. so you can imagine it being like an experience possibly, an attraction where, you know, it

new details. flying about to get more entertaining. the federal aviation administration says passengers can now use most electronic devices the entire time you're on the plane so you won't have to turn your cell phone off during take-off or landing. you will just have to switch to airplane mode. still no texting unless you use the plane's wi-fi network. one exception to the new rule, though. >> in some instances of low visibility, about 1% of all flights, some landings systems may not be proven to tolerate the interference. >> phone calls are still off limits though. some airlines could start to implement these changes before the busy christmas travel season . we are waiting for trick or treaters to get ready to go. so far nice outside, blue skies, ann-eve hazen, we are working on a beautiful

afternoon. high pressure dominating the weather and warm temperatures, warmer than yesterday at this time. 65 san jose, 64 san francisco. 65 degrees in concord. as we sail throughout the afternoon, we are enjoying a beautiful nice mild-to-warm day around the bay area with plenty of sunshine. tonight clear and cool, tomorrow even warmer. then we have some changes over the weekend. high pressure building overhead strengthening a bit today so that's enough to bring more warming to the bay area not only today but probably the next couple of days. dry seasonal weather with some very mild-to-warm temperatures outside. looks like the numbers going to stick around for a couple of days but then some clouds creep into the weekend. temperatures look like this this afternoon. 71 san jose, 71 santa clara, 68 san mateo, temperatures in the east bay up to the mid-70s in some of the warmer spots really nice afternoon. get inside the bay, just a little bit cooler but very comfortable. 69 degrees in oakland right at the high now at 64 in san francisco and 73 degrees in

santa rosa. now, as we look out toward tonight, things get chilly in a hurry. overnight lows again dropping off into the low 40s, maybe even some upper 30s in the north bay valleys. otherwise some 50s out toward the coastline. then the next couple of days, we are going to see some warmer weather then cooling down on saturday and sunday. into monday cooler temperatures but dry weather for the next five to seven days. for all you trick or treaters out there tonight, here's your official forecast on halloween! mostly clear tonight, temperatures in the 50s and the 60s. should be a great night out there weather-wise. mobile weather and roberta gonzales are live in pleasanton ton where some are taking action this halloween. >> reporter: i'm the great karnow! sorry, forgot myself. pleasanton, humidity 39%, 68 degrees. we are here at valley regional cancer center because october is after all breast cancer awareness month but they don't

sharon chin explains the courageous i the golden gate isn't just a favorite stop for visitors. it's also a play where some have tried to end their lives. sharon sharon explains the courageous intervention of this week's jefferson award winner. reporter: tourists bring home scenic photos of the golden gate bridge. but sergeant kevin briggs carries mental snapshots of life and death. >> it's all the little things that have occurred both good and bad. >> reporter: for more than 20 years as a california highway patrol officer kevin has talked hundreds of people out of jumping to their deaths. >> it's an awesome feeling when you can assist someone. there is another beginning to life. they can change. people are encouraged. >> reporter: that's what kevin taught kevin berthia in 2005. the 22-year-old was a new father who lost his job and felt too depressed to live. >> i was tired of dealing with the pain. >> reporter: for 90 tense minutes in the wind and cold, kevin briggs calmly and patiently talked him out of desperation.

>> he took the time to get to know me for who i am and not just me based on my situation. >> we use what we call active listening skills and all my focus will be on them. i want to hear their story. >> that he was my angel that day. that was the only person that was going to bring me over that railing. >> it's a great feeling for me. he is the one who did the work. he is the one in a takes a lot more courage to come back over that rail. >> i'm from oakland, california. >> reporter: today kevin berthia says he is happy as a warehouse clerk with two kids. kevin briggs recently met him again for the first time in eight years when the young man presented the sergeant with an award from the american foundation for suicide prevention. what does he mean to you today? >> everything. honestly he saved my life. >> reporter: but kevin briggs says not every case turns out well. each crisis is emotionally exhausting. today he trains other officers to be the first on the bridge to help the hopeless. >> there is hope out there. there's a lot of hope out there. there's a lot of organizations, please give it a chance. >> reporter: so for his work in suicide prevention, this week's jefferson award in the bay area goes to sergeant kevin briggs.
